1998: Photo documentation on huge cement kiln dust plumes from the plant
provided to the State and County Commissioners
2002: Sierra Club & Caribou Springs HOA file lawsuits against Boulder
County over tire-burning
2004: Whistleblower turns video documentation about internal conditions
of the plant over to the State.
2004: State of Colorado sends Cemex a Notice of Violation (they are
non-compliant with their operating permit)
2004: Cemex fined $280,000
2005: Cemex receives another Notice of Violation about 72,000
temperature violations; fine pending
2005: Formation of the Friends of the St. Vrain Valley
2005: Friends of the St. Vrain Valley presents a solution to the
scrap-tire problem - using DOLA grants to buy refactored tire products
for our cities and schools.
2006: Cemex is still non-compliant with their operating permit
2006: County Board of Health recommends against renewing Cemex's
operation permit
2006: Rocky Mountain Clean Air Action becomes involved.
2006: Colorado Citizens Campaign becomes involved
2006: EPA notifies the State that the current permit does not conform to
the Clean Air Act (Rocky Mountain Clean Air Action)
2006: John Barth informs the State of a recent legal precedent for
revoking Cemex's operating permit because the company is in
non-compliance (NOV)
2006: Over 1000 letters sent to Cemex (Colorado Citizens Campaign)
2006: Mother's Against Burning Tires organizes
May 6, 2006 Mother's Against Burning Tires Rally - a successful letter
writing campaign and March from Lyons to Cemex

2013: CEMEX Lyons Plant Settlement
EPA, $1 million civil penalty, alleged violations of the Clean Air Act (CAA)
